IBA, Zambales — The local government unit of Iba marked a milestone in innovative public service on June 3 when it launched Project METRO, a digital monitoring and compliance system that, alongside the PalengQR Ph Plus program, transformed the New Iba Public Market into the first fully digitized public market in Zambales.

METRO, which stands for Monitoring, Enforcement & Tracking Resource Online, is expected to create a more efficient, transparent, and accessible marketplace where technology enhances public service delivery and economic opportunities.

Mayor Irene Maniquiz-Binan said Project METRO represents a modern approach to market governance and operations, integrating digital technologies into the daily activities of vendors, consumers, and market administrators.

“By leveraging digital systems, Project METRO helps streamline transactions, improve data management, strengthen monitoring mechanisms, and empower vendors with modern tools that support business growth and sustainability,” she added.

The digital market system was developed in partnership with IT developers from Gordon College, OneDevPH, Bangko Sentral ng Pilipinas (BSP), the Department of the Interior and Local Government (DILG), and the Department of Trade and Industry.

BSP and DILG introduced the PalengQR Ph Plus program in Zambales last year and the program had since been adopted in San Marcelino, Botolan, Cabangan, and, lately, San Antonio.

With the PalengQR program, Project METRO will benefit buyers, vendors, suppliers, and other stakeholders with fast and convenient transactions through digital payments, safe and secure transactions, access to financial services and credit facilities through digital banking, transparent and accountable operations, and multiple payment options.

The project is also expected to boost data-driven governance by providing the LGU with insights on

improving services, developing policies, and making informed decisions for economic development.
