San Marcelino pioneers use of digital accounting system

SAN MARCELINO, Zambales — The local government unit of San Marcelino has started using the Electronic New Government Accounting System (eNGAS) in a bid to modernize financial management and accounting processes in the municipality.

The San Marcelino LGU launched its eNGAS on November 24, becoming the first in Zambales to use the system designed for all national government agencies and LGUs in the country.

Mayor Elvis Soria said the Municipal Accounting Office and the Municipal Budget Office will pioneer the adoption of the eNGAS, along with the eBudget digital platform for their financial transactions and reporting.

The eNGAS is a software developed by the Commission on Audit (COA) to automate and standardize financial management, ensuring accuracy, transparency, and accountability by replacing manual processes with an electronic system for recording transactions and generating reports.

The system aims to improve efficiency, help with decision-making, and align with Philippine Public Sector Accounting Standards (PPSAS) and the Revised Chart of Accounts (RCA). 

The eBudget System, meanwhile, was intended to automate and manage the entire budget cycle—from preparation, authorization, execution, to accountability, and thereby integrating financial data for better planning, monitoring appropriations, obligations, and generating reports efficiently.

Both systems introduce automation, standardization, and integration and ensure transparency and accountability, as well as real-time reporting.

Mayor Soria said that eNGAS will promote the transparent and efficient use of government funds and resources. “With this, San Marcelineans will be assured that their taxes would go to programs that benefit them,” he added.

Following the launch of the eNGAS here, the LGU scheduled a weeklong training for employees on the use of the modern accounting and budgeting systems. – Taktikom News & Features
