Subic Sangguniang Bayan: Legislation for Progress

SUBIC Vice Mayor Jose Benedicto “JB” Felarca is Mayor Jay Khonghun’s tag-team partner in the area of legislation — providing crucial support to the executive by leading the deliberation of issues and legislating policies for the municipality.

“That has been my personal mission ever since I agreed to be Mayor Jay’s running mate in the last election,” said Felarca, a graduate of A.B. Economics from San Beda College, who served as member of the Sangguniang Panlalawigan of Zambales before taking the vice mayoralty post.

“As his Vice Mayor, I’m always here to support Mayor Khonghun without any condition,” he added.

9. Danilo M. Caramol, who is the president of the Association of Barangay Chairmen.

Felarca said it is the duty of the Vice Mayor to steer the discourse in the council away from partisan politics and to clearly define the Sanggunian agenda so that it could be pursued for the common interests of the community.

“Para kang konduktor ng isang orchestra dito. Pero ang sa akin ay matapos ang eleksiyon, lahat kaming nasa konseho ay para sa partidong Subic, hindi ng kung ano pa man,” Felarca opined.

“The first and only duty of any public official is to serve his constituency,” he added.

With this, the Sangguniang Bayan under the helm of Vice Mayor Felarca has passed measures to hasten the development of the community and promote inclusive growth among the various sectors.

Records indicate that the SB enacted eight ordinances on appropriations, nine on regulatory matters, and one in zoning.

It also passed a total of 90 resolutions, conducted 68 committee and public hearings, and held 11 inter-government consultations in the same period.

Felarca said it is always better for the government to equip the people with the proper attitude and skills set so that they can advance on their own.
